At Millan Law Firm, our attorneys are at the center of our business, with knowledge, skill, and experience to meet our clients’ needs. Attorney Anne Millan, founder of Millan Law Firm, has dedicated over 25 years to property law and understands the ins and outs of eminent domain and property owner rights. She graduated with a Juris Doctorate from University of California, Davis, School of Law in 1988. Her passion for real estate development and for educating property owners has led her to help property owners in dozens of public agency matters. Prior to founding Millan Law Firm, she was part of a three-member law firm in Woodland for over 10 years, where she gained substantial experience with a wide variety of real estate issues in both Northern and Southern California, including foreign property investment in Los Angeles. Millan Law Firm partner Eugene A. Millan has specialized in eminent domain for nearly 30 years. He has represented both property owners and government agencies throughout California, ranging from single-family homes to large commercial and industrial properties. He graduated from University of the Pacific, McGeorge School of Law in 1991 and focuses on construction and land use law.

Elizabeth Millan, LLM.
• Elizabeth serves as a co-chair of the Tough Choices committee with the American Bar Association, Family Law Section of which she has been a member since 2001.
• Elizabeth serves as the Chair of the Henderson County Smart Start Board, which supports our at-risk children to better support their individual needs. She also teaches at Blue Ridge Community College as an adjunct professor.
• Elizabeth serves on the North Carolina Guardianship Network Board, Board of Directors. This organization allows for resident access to counsel when they reside in a facility, but do not have the income to hire counsel. It is important to Elizabeth that proper legal counsel be available to these vulnerable citizens.
• Elizabeth currently leads the Community Care Management Committee with Mountain Area Health Education Center; which is a statewide program providing education and training for Community Care of Western North Carolina care managers and physicians caring for patients with complex health and social issues.
• Elizabeth has raised funds and given her time to organizations such as:

• Elizabeth is very involved in her practice areas of probate, elder law and family business succession planning.
Latifa Millan
• Latifa has served as the lead attorney for the Buncombe County Guardianship Program (for individuals without income sufficient to hire their own counsel) from 2011 to present.
• Latifa has served on multiple committees for the American Bar Association, Young Lawyers Division from 1999 to 2001, which provided her an opportunity to grow professionally while contributing to the professional development of others.
• Latifa served on the Board of the Board of the Council for Children’s Rights, which ensures high performance and successful outcomes for all children in Buncombe County.
• Latifa has volunteered in an array of local charitable organizations, including for the arts in Buncombe County, for less fortunate children, and for the environment.

The goal of the initial engagement is to determine the type and level of service and representation that a potential client will need or require and to accomplish this without any up-front fees or costs. In most circumstances there are no initial legal fees until some work may have been completed on behalf of the client and very minimal initial fees for other services. Millan Law Firm will then begin to collect background information, documentation, and any other pertinent material to begin representation pursuant to an engagement agreement to be signed by the client and an attorney of Millan Law Firm. An initial intake and case management system is set up so the client’s information and data can be input into a secure electronic database system which is mounted on a secure site on a secured server. This confidentiality and security are very important to Millan Law Firm.
